The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Immense energy is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from enemy soil, a capability provided through timely intelligence. From observation points, defense planes that had been deployed to intercept incoming cruise missiles flew past – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until circumstances change in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
